Any new person without a Dutch DNV licence who starts working in the scaffolding industry in the Netherlands is required to register with the SVWOH as a trainee; this registration is valid for one year.
Registration with SVWOH:
- You should create an account yourself, but employment agencies (uitzendbureau, both Polish and Dutch) often assist with this
- Fee of €102 per person
- Enter your VCA or SCC certificate number (holding a certificate is a prerequisite for sitting the scaffolder’s exam)
- a test consisting of 10 questions (upon passing the test, the person becomes an assistant trainee)
According to the regulations of SVWOH and DNV, you should undergo a short training course for assistants. Unfortunately, no company currently runs such courses. Bonapi is the only institute organising a short training course for assistants.
However, it is recommended that you complete an assistant course before undertaking work involving an increased risk of falling from a height. Through the training, you will learn how to work safely at height and gain knowledge of the basics of scaffolding erection.

Important:
Swedish STIB qualifications and Norwegian qualifications (i.e. scaffolder under Paragraph 17-4/46C) do not allow you to bypass registration and the costs associated with trainee status, even if you have extensive experience as a scaffolder. Dutch employers require qualifications certified within the DNV system.
